First of all there is some facts we needed to be agreeable before we discuss the situation in your case that " the second copy of moules can't case the busy state "
i think the problem is just like RE-freshment for SA
we just discuss here and my opinion is just apersonal view and this doesn't decrease of your solution here or your Efforts

It was really the problem and this module due to SD definitions called Configuration module so maybe cause BSY status. add to that i face
this problem twice and I want from you GIVE me a description
for RE-freshment for SA
